WASHINGTON VP) - Ex-
panding its formal accusa-
tions against President Nixon,
the House Judiciary Com-
mittee adopted a second im-
peachment article Monday
n i g h t charging him with
b r 0 a d misuse of federal
agents and agencies.
The vote was 28 to 10, with
seven Republicans joining all
21 Democrats in accusing
Nixon of ordering or con-
doning wiretapping, private
peeks at tax returns and oth-
er activities "violating the
constitutional rights of citi-
zens."
T h e bipartisan majority
was one vote greater than on
Saturday night, when the
committee voted 27 to 11 a
first article recommending
Nixon's removal from office
for obstructing justice in the
Watergate cover-up.
The additional vote in sup-
port of the second article
c a m e from Rep. Robert
McClory of Illinois, second
ranking Republican on the
committee.
The committee recessed im-Democrats Edward Mezvinsky of Iowa, left, R. H.
Thornton Jr. of Arkansas and Barbara Jordan ofmediately after the vote until
9:30 a.m. CDT Tuesday.
Still to come are proposed
impeachment articles based
on Nixon's refusal to heed
congressional subpoenas, his
secret bombing of Cambodia
and irregularities in his per-
sonal taxes. These will be
taken up Tuesday when the
committee holds its sixth -
and perhaps final-day of na-
tionally televised debate.

grim, tear-evoking drama,
the roll call on the second ar-
ticle was almost anti-climac-
tic. Throughout a day of
sometimes desultory, some-
t i m e s barbed debate, im-
peachment advocates had
easily turned back the maneu-
vers of Nixon's outnumbered
defenders.
