Until new funding sources are
found, a high school dropout preven-
tion program administered by the
Texas Higher Education Coordinating
Board will not accept additional eighth
graders, according to Kenneth H. Ash-
worth, Commissioner of Higher Edu-
cation.
Ashworth told the Board In July
that the College Bound program can-
not absorb another eighth grade class
this fall since it did not receive funding
from the Legislature.
In 1989-90, Job Training Partner-
ship Act funds and donations from Co-
ordinating Board members will help
underwrite the cost of maintaining the
program for students who have signed
up since fall 1987.
Currently, about 100,000 students
In predominantly minority school dis-
tricts participate in the College Bound
program. They receive a newsletter
twice a year containing information to
help them prepare and pay for college.
When these students graduate
from high school, the Commissioner
has pledged to help them find the finan-
cial assistance they need to attend
college.
Although the College Bound pro-
gram cannot accept new eighth grade
classes this fall, Ashworth said the
Board will now have an opportunity to
study the college-going rates of eighth
graders in College Bound and com-
pare them with a group outside the
program.
"By tracking these students, we
can determine whether College Bound
makes a difference," he said. # # # #

Texas Education Agency, has been
named the Agency's new Deputy
Commissioner for Special Programs
by Commissioner of Education W. N.
Kirby.
Cummings, who was appointed to
the post August 10, will head the
Agency's new Department of Special
Programs, which was created as part
of a recent reorganization of the TEA to
focus greater attention on the needs of
various special student populations.
He will be responsible for developingand implementing programs for at-risk
students and those in special popula-
tions and will administer funding, com-
pliance monitoring and technical as-
sistance activities for vocational, com-
pensatory, bilingual, migrant and
special education and adult employ-
ment and training programs.
Cummings also will direct the
Agency's efforts to assist school dis-
tricts with programs for students in
special populations, such as gifted
and talented and migrant students and
those who are limited English profi-
cient, handicapped, or emotionally
