President George Bush and
Education Secretary Lauro Cavazos,
on September 11, applauded the suc-
cess of seven business executives, an
astronaut, a country music star, and
a teenage entrepreneur in ceremonies
aimed at boosting the image of voca-
tional education.
The American Success Awards,
presented during a Rose Garden cere-
mony, cited 10 individuals for using
their vocational education back-
grounds as springboards to the top of
their fields. It also honored two compa-
nies, Land-O-Lakes, Inc. and Gen-
eral Electric Co., for taking part in
local vocational education programs.
Bush used the occasion to stress
his interest in vocational education and
job training. "Building a world-class
work force must be a national priority.
Improving America's capacity to edu-
cate and train workers is critical to thefuture of this country," he said.
Individual recipients were
Dorothy Holland, a retired Vice Presi-
dent for Kraft Food, Inc.; Roy Roberts,
Vice President and General Manager
of Navistar International Transporta-
tion Corp.; Charles Strang, Chief
Executive Officer of Outboard Marine
Corp.; George Shinn, owner of the
Charlotte Hornets professional bas-
ketball team; Delbert Staley, Chief
Executive Officer of NYNEX Corp.;
Frederick Napolitano, Chairman of
Pembroke Enterprises; Norma Ka-
mall, fashion designer; Maj. Gen. Joe
Engle, astronaut; George Strait,
country and westem singer; and Jo-
seph Semprevivo, the 17-year-old
vice president of a cookie company
that brought in $3 million last year.
In addressing the honorees, Bush
said, "You have become American
success stories through your involve-ment in vocational-technical educa-
tion."
The awards are part of a campaign
to upgrade voc ed's image by a dozen
groups, including the National Asso-
ciation of State Councils on Vocational
Education, the National Council on Vo-
cational Education, the American Vo-
cational Association and advocacy
groups representing voc ed partner-
ship programs, state directors and stu-
dent organizations.
Other groups backing the cam-
paign include the American Associa-
tion of Community and Junior Col-
leges, National Commission for Em-
ployment Policy, Brick Institute of
America, National Concrete Masonry
Association, Associated General Con-
tractors of America and Home Builders

vocational funding restored if certain criteria are metThe State Board of Education on
September 9 gave final approval to a
rule change that continues vocational
funding for Coordinated Vocational
Academic Education (CVAE) at grades
7- 8, effective with the current 1989-90
school year. The vote was 8-6-1.
Vocational funding, under action
taken by the Board in 1988, would
have ended on September 1. The
reinstatement is designed to improve
the quality and effectiveness of CVAE
programs at grades 7-8 which stillcould have been offered by school dis-
tricts after Sept. 1 but without the bene-
fit of vocational funding and stronger
state guidelines.
Vocational funding will be limited to
CVAE programs which are identified in
a district's plan for alternatives to social
promotion. The district plan will have to
provide that students will be placed in
CVAE programs based on their indi-
vidually assessed needs, interests,continued on page 4
