Exemplary Business/Labor Involvement (Corporate/Labor)
The "Corporate/Labor Involvement Award" goes to the Aluminum Company of America -
Rockdale Plant, for its relationship with the Texas State Technical Institute at Waco. The
ALCOA/TSTI involvement began with an apprenticeship program in 1981 for eleven
different maintenance craft classifications. This first venture resulted in TSTI assigning a
full-time industrial training specialist to the ALCOA-Rockdale Plant. Over the years,
numerous other apprenticeship training programs have been started. ALCOA, benefitting
from TSTI, began to donate scholarships and equipment to TSTI. As of December 1987,
ALCOA has donated over $57,000 in scholarship monies and dose to $2 million in
equipment and parts to TSTI training programs. ALCOA has a strong and viable relationship
between its management and labor unions, notably the United Steelworkers of America and
International Brotherhood of Electrical Workers. Mr. W. T. "Bill" Eckert, Jr. Is Engineering

Exemplary Business/Labor Involvement (Institutional/Education)
The "Institutional/Education Involvement Award" goes to Baylor College of Medicine for its
support of the Houston ISD High School for Health Professions. The Health Professions
Magnet School was developed in 1972 through a partnership between HISD and the Baylor
College of Medicine. Famed Heart Surgeon Michael DeBakey was instrumental in bringing
the school from a vision to a reality. Over the years, the High School for Health Professions
has served as a model for magnet schools developed throughout the State and Nation. In
1984, the Health Professions Magnet School was recognized by the U. S. Department of
Education as one of the 10 best vocational programs in the country. Neither the school nor
Baylor stand on past achievements. In the past year alone, Baylor added 500 new reference
texts, 455 paperback books, and 3,300 professional joumals to the school's library media
center. Baylor also conducted an AIDS Workshop for the high school faculty and provided
summer inservice activities for the teachers. Baylor also conducted lectures for students
throughout the school year and provided summer employment for the high school students.
Dr. William A. Thomson Is in the Division of Applied Health Sciences at Baylor College of William A. Thomson
Medicine and Mr. Peny Weston is Principal of The High School for Health Professions.
Exemplary Business/Labor Involvement (Small Business)The "Small Business Involvement Award" goes to the Valley Block & Brick Company,
located in Pharr, for its support of vocational and community projects in the Rio Grande
Valley. For the past 10 years, Jon McCoy, the Owner of Valley Block & Brick, has provided
his employees to judge VICA (Vocational Industrial Clubs of America) masonry skills
contests. He has furnished tools as awards for the contest winners. He has fumished
instructional supplies to schools in the Valley. He employs vocational students and has
donated monies for scholarships. Jon McCoy's caring goes beyond the school system. He
donates materials and the use of equipment to the Gladys Porter 200 in Brownsville, which
benefits all the people of the Valley. Jon McCoy sent trucks and materials to help rebuild
the town of Saragosa, following the tragic tornado.Jon McCoy
