WHO WILL LEAD
The South has been solely
pressed the past year by wild and
uncalled for legislation which has
caused a check in many enter-
prises especially railroad building
Unjust tax laws which hamper the
management of large corporations
naturally makes capital timid The
business organizations of the State
should by resolutions show to the
world that any unjust law now on
the statute bookB does not meet
with the sanction or approval of
the business men of the State It
is within the province of the Five
Million Club and other commercial
clubs throughout the State by con-
cert of action can in a great meas-
ure counteract whatever badanflu
ence such laws may have and are
having on the investment of capi-
tal within the State Texas can-
not afford to lose the advantage
gained in the past few years It is
to be hoped that some conservative
business organization will take up
the question counteracting what-
ever bad impression any bad laws
passed may haue had on any capi-
tal seeking investment within the
State The proposition should be
fought to a finish The most glor-
ious day which could come to Tex-
as will be the day when the world
can truthfully point to Texas aB
the State in which real conserva-
tism prevails and where the in-
vestment of capital is safe from un-
just legislation When such a
spirit prevails then the flow of oap
ital into the State will be beyond
the expectation of any one Rail-
road building will begin anew
and factories will start up all over
the State TexaB needs more cap
italists and fewer demagogues
The Jimplecdte does not intend
to take any part in the battle now
racing between the Madam Editors
and State Press As State Press
has displayed great generalship in
getting the Madam Editors divided
on the great questton of how a lady
should ride a horse he evidently
does not need any outside assist
ance Yet the Jimplecute would
like to see the momentous question
settled When this great ques-
tion affecting woman is finally dis-
posed of there is another question
of more importance which should
be taken up by these able debaters
and disposed of and that is the
dropping of Miss and Mr
by the younfi people of the present
generation It is now Martha
Majy Jane and so on JohnJack
Pete This familiarity has become
common since the late war Prior
to the sixties in the South every
young lady was addressed as
Miss and the young men as
Mister If the Madam Editors
and State Press can start a crusade
which wilfstop this unpardonable
familiarity they will have done
their country a great servica This
familiarity smacks too much of the
servant girl and is entirely out of
place in good society as taught in
the South in the good old days be-
fore the war when such familiar-
ity would have been regarded as

Charge Is Made That Some Persons
Are Not Complying With That Part
of Stipulation Requiring Residence of
Five Years
Austin Sept 14 Suits will prob-
ably be brought soon to cancel the sales
Of more than 500000 acres of land in
Brewster county J J Terrell com-
missioner of the general land office
who has been absent from Austin
for several weeks is in Brewster
county making an Investigation
It was learned that Assistant Attor-
ney General W E Hawkins who ha3
been away rom the capital for two
weeks is also in Brewster county and
Is making out the states case In
some cases the sales have been can-
celled outright by the commissions
of the general land office the facts
In the case showing that the land laws
have been violated and on suit was
necessary
In other instances the violations will
have to be proven and the land com-
missioner and assistant attorney gen-
eral are in Brewster county working
up the evidence
In a few instances the person who
bought the land from the state have
voluntarily surrendered their rights to
the land and have consented to the
cancellation of the sale
The cancellation of these sales In-
volves a number of cattlemen with
large interests in west Texas and
there is considerable sentiment work-
ed up lnthat section against the state
for its action
It is claimed in the general land of
fice that for a long time suits to oan
< jej sales have been brought in the
counties where the alleged violations
have occurred and the sentiment there
has been In favor of the cattlemen
so hat it has been impossible to se
oure favorable Judgments
The land laws require that when a
part of a lease Is sold that the pur
cahfier must make affidavit that he
intends to live on the land and that
lie is purchasing It to secure a home
It provides that he must live on the
land for three years This is the only
violation claimed In the cases In Brew
ster ooilnty
The most common of the cases how-
ever afe said to be where large cat-
tlemen buy land out of a lease swear-
ing they wailt it for a home then sail-
ing it to Cowboys who live on a ranch
owned by the cattlemen The cow-
boys are supposed to live on the land
sold them but it is claimed by the
land commissioner that the cowbqys
iflo not live on the land as the laws
require but live in the ranch headquar-
ters probably only in the same county
with the land they are supposed to livo
on
