There is a possibility of world
trouble back of the anti Oriental
riot in British Columbia thisweek
The State Department takes that
view of it and is watching the de-
velopments with much more inter-
est as to their effect on the Anglo
Japanese entente than for their
mere result in British Columbia
The dispatches from the North
west show that on Saturday night
September 7 there waB an out-
break of race rioting at Bellingham
B C when a number of Hindoos
living there were driven over into
the United States This was fo1
lowed bygeneral antioriental out-
breaks at Vancouver vand other
points Now of course this is se-
rious enough for no nation likes
to see itB subjects mobbed in an
othercountry but Great Britain is
the ally on paper of Japan and will
have to explain the occurrence
more thoroughly than would some
country not so closely connected
At the same time the people of
Vancouver do not display any
chastened spirit In fact the
Mayor of the town haB refused
either to apologize or considersan
indemnity This is likely to strain
the relations between Great Britain
and Japan and between England
and British Columbia And if this
state of affair arises it will be time
to look out for trouble from Japan
in India
The way that the Honorable
Richmond Pearson Hobson can
scream in high C puts in the oper-
atic class without any question

Unofficial reports from the im-
portant deep waterways commis-
sion appointed by the President
laBt winter indicate a wide diver-
gence of opinion on just what is
needee for a comprehensive scheme
of waterway improvement There
are a number of different experts
on the commission and naturally
each takes a particular interest iu
the end of the problem that he has
been dealing with professionally
Senator Newlands and Director
Newell of the Reclamation Service
have written a report on the con-
trol of inland waterways through
irrigation Representative Bank
head coming from the Sonth is

prehensive levee eyBtem Gifford
Pinchot the Chief Forester points
out the need of reforestation of
streams and Prof W J McGee ad-
vocates a series of dams and Bet
ling basins to prevent the scouring
of river banks by sediment This
divergence of opinion is only nat-
ural and the whole matter will be
threshed out with the President on
his coming trip down the Missis-
sippi with the Commission Out
of the various views the President
will collect data for recommenda-
tions in his nest message to Con-
