ment by Representative Daniel
J. Flood (D., Pa.), authorizing
the establishment of special
strip-mining regulations for an-
thracite, or "hard" coal. This
high-energy form of coal is
mined primarily in Pennsyl-
vania, and Mr. Flood said that
there are special problems as-
sociated with it that require
I special regulations.
The House voted down an
amendment to ban strip min-
ing in mountains where the
0 slopes are steeper than 20 de-
grees.
The bill establishes a feder-
al-state program to regulate
coal strip mining and reclama-
tion. It also establishes numer-
ous environmental standards,
requires full reclamatin of all,
mined areas and establishes a
program for reclaimitig aban-
doned strip mines.
It has been fought by the
coal industry, which claims it
is so stringent it will hamper
coal production.
Although the White House
has not formally taken a posi-
tion on the bill, the Interior
Department and the Federal
Energy Administration have
opposed it, while the Environ-
mental Protection Agency en-
dorsed it.
