HOUSTON CHRONICLE
Impeachment Debate by Panel
Gets Under Way on TV TonightBY NOvMAN BAXTER
Chronicle Washington Bureau
Washington - The House
Judiciary Committee is sched-
uled to stsrt televised debate
on the impeachment of Presi-
dent Nixoi tonight, and the
Democratic majority hopes to
finish the historic task Satur-
day.
"arbara Jordan, D-
,g kg, a me'm"ee"g""F
panel said there is no reason
that a decision cannot be
reached by Saturday evening
if the chairman sticks to the
proposed schedule.
"It's not as if we were rush-
ing things," Jordan said. The
Judiciary Committee impeach-
ment probe started more than
five months ago.
On Tuesday the committee
agreed to start general debate
on proposed articles of im-
peachment at 6:30 p.m. today.
The main articles to be con-
sidered will be presented to
the panel at that time.
Each member of the com-
mittee will be permitted to de-
bate the proposed articles for
15 minutes. This opening
procedure will take an esti-
mated 10 hours.
T h en, maybe Thursday
afternoon, the panel will begin
its consideration of the possi-
ble articles of impeachment.
Although it is not known how
many articles will be offered,
chairman Peter W. Rodino, D-
N.J., excepts the committee's
consideration of the articles to
take 20 hours.
It took the panel severalhours Tuesday to decide how
the articles will be considered.
Rodino had favored a proce-
dure which would have de-
layed a final vote on each ar-
ticle until all proposed articles
had been offered for amend-
ment.
Rep. Joshua Eilberg, D-Pa.,
said delaying the vote on each
article until a final vote Satur-
day on all articles would re-
duce pressure on the mem-
bers.
He said he feared that if the
panel approves an article of
impeachment Thursday that
members would be "subjected
to pressure" on further votes,
adding that it would be betterto have a final vote on all
articles at the conclusion of
the committee's deliberations.
Rep. Robert McClory, R-Ill..
argued that the timing of the
voting is not "too important."
Rep. Jack Brooks, D-Beau-
mont, agreed that "any post-
ponement of the vote on each
article is unrealistic."
Under the procedure adopt-
ed by the panel, each pro-
posed article will be approved
or disapproved individually
after consideration of any
amendments to it.
Thus the first vote on an
article could come at the tele-
v i s e d session Thursday
evening.I
