Sgt. Talley attended Graham High
School, from 1836 to 19319. Upon
graduation he decided to further
his education and travels, with the
Air Force.
While on Guam, Sgt. Talley may
utilize the various recreational fa-
, cilities including golf, tennis, sail
ing and deep sea fishing. While on
leave he may sojourn in the old
Oriental cities of the Far East or
visit the numerous islands scat-
tered throughout the Pacific.

the State of Texas, by adding-
thereto another Section following
Section 15, providing that the Leg-
islature may provide for trials in
lunacy cases without a jury; fur-
ther providing for the. aubmiaaion
of this Amendment to -the voters
■qf this State; prescribing the form
of ballot; providing for the procla-
mation and publication thereof:

BE IT RESOLVED BY THE
LEGISLATURE OF THE STATE
OF TEXAS:
Section 1. That Article I of the
Constitution of the State of Texas
be and the same is hereby amended
by adding another Section thereto
following Section 15, to be desig-
nated Section 15-a, to read as
follows:
‘‘Section 15-a. The Legislature
shall have the authority tp enact
all laws necessary to provide for
the trial, adjudication of insanity
and commitment of persons of un-
sound mind and to provide for a
method of appeal from ’judgments
rendered in such cases. SOCh Taws
may provide for waiver of trial by
jury in caiei where the person
under inquiry has not been charged
with the commission of a criminal
offense, and shall provide for a
method of service of notice of such
trial upon the person under in-
quiry and of his right to demand a
trial by jury.”
Sec. 2. That the foregoing Con-
stitutional Amendment ba submit-
ted to a vote of the qualified elec-
tors of this State at an election to
be held throughout the State on
the fourth Saturday in September,

Dairy Month, Dr. Geo. W. Cox,
State Health Officer, urges that
with the more extensive use of
milk, both producer and consumer
be concerned as to its quality. The
use of dean safe milk is a health
measure.
Local interest in improved meth-
mls of producing wholesome milk
has increased greatly in the past
two decades and the striking ad-
vance in milk control has been re-
sponsible for the enormous saving
in infant life. ,
Milk is perishable and especially
during hot weather. To insure milk
of good quality requires cleanli-
ness, sterile utensils, protection
against flies, careful bottling and
mointenance at low temperature.
The presence in fresh milk of large
numbers of bacteria, due to insani-
tary methods of production is a
health hazard. v
Dr. Cox added, “Among the dis-
eases which may be transmitted
through milk are tuberculosis, ty-
phoid fever, Oiptheria, septic sore
throat, undulant fever, diarrhea
and enteritis- Numerous milk-
borne {outbreaks of disease occur
every year in this country from
the use of milk that might have
been safe with proper care.
“We should firmly insist that

ballots shall be printed thereon:
“FOR the Amendment to the
Constitution of the State of Texas

provide for trials without a jury in
lunacy cases’ and
"AGAINST the Amendment -to
the Constitution of the State of
Texas providing that ths Legisla-
ture may provide for trials with-
out a jury in lunacy caMs.” Each
voter shall scratch out one (1) of
said clauses on the ballot, leaving
the one (1) expressing hit rots on
the proposed Amendment. In coun-
ties or other subdivisions using
voting machines, the above provi-
sion ..for voting for and against
this Constitutional Amendment
shall be placed on aaid machine in
such a manner that each voter
shall vote on such machine for or
against the Constitutional Amend-
ment
Sec. 3. Thqt the Governor of the
State of Texas issue the necessary
proclamation for said election and
have the same -published as re-
quired by the Constitution and
