without knowing it; without ao much as
apprehending, in the remotest degree, thut

to the breaking out of war between the
North and South. Their hold upon tin
written Constitution was seen to gradually
relax ; and one law alter another wus dis-

cal influences that in theory overrode all
law and all constitutional obligation.

were laws for the government of mun
