A second reading room, reached by stairways from the east and west of the lobby floor level, is lined with shelves filled with hundreds of other volumes depicting the history of the Ameri- can nation and the men who made that history. On this same level is a vault which contains 18 steel filing cabinets filled with the Speaker's official and personal papers assembled during his tenure in Congress which thus far has extended through the administrations of Woodrow Wilson to Dwight D. Eisenhower. Included in the papers are the year-by-year case files, con- taining Speaker Rayburn's correspondence with his constituents in Texas' Fourth Congressional District, and a second set of files containing papers relating to legislation, politics, national and international affairs. Plans are being developed by the Foundation to acquire other books and papers that will make the Library a research center in fields concerning the office of the Speaker as an institution of representative government, the history, procedures and proceed- ings of the Congress and its leaders, the history and workings of political parties, and comprehensive material on Texas history with emphasis on the region in and near the Fourth Congres- sional District. The Library is equipped with year-round, automatic air-con- ditioning and humidity control for the protection and preserva- tion of books and records as well as for the comfort of visitors.
