"We learn from ono of our correspond-
ents in tho city of Mexico that tho senate
has refused to sanction the modifications
in the tariff made by tho Chamber of
Deputies by which modifications the
'"prohibitions" were removed.
The Tehuantcpcc grant to Gurny has
been annulled in both Houses by a large
majority and a motion has been made to
impeach Lncunza for having negotiated
such a treaty. Our correspondent repre-
sents that the President is very much
mortified at this result as ho was sincere-
ly anxious that the treaty should be rati-
fied. Ex President Pedraza died in the city
'of Mexico about tho 15th int. lie had
been suffering with a long and painful ill-
ness. The Mexican Congress adjourned on
;the 2.1th inst.
A private letter from Vera Cruz dated
'on the 22d inst. says: "The Scars sail-
'cd to-day having been allowed to proceed
to Coalzacoalcos after paying her freight
here."
The same writer says: "I think from
"wlat well-informed Mexicans tell me that
:n revolution in this country is close at
hand."
The Governor of Chihuahua has put
Vorth a lamentable account of the coud'i-
'tionof that State. Ho says that there is
"ho money in the treasury no means to pro-
cure any new taxes coimot be imposed
and tho Indians threaten renewal of hos-
tilities. - Col. Carrasco against whom the au-
thorities of Chihuahua made so many
complaints has written a letter defending
liis conduct.
Large quantities of flour have com-
menced to arrive at Tampiaco from the
United States in consequence of the
late edict termitting it to be introduced.
The Legislature of Yucatan has again
invoked the aid of Mexico to put an end
to the Indian war.
Our files of xnpcrs from the city of Mex-
ico by the Alabaina reach to the 19th
inst. and we find in them a good deal of
news.

the Alabama was detained in port some
timcon account of the desire of the captain
to avoid paying tonnage duties. For her
three previous voyages the Alabama in
consequence of an arrangement with Col.
"Ramsey had not paid these charges but
now that the arrangement is at an end
the collector of the port demanded pay-
ment. The captain affirmed that as our
treaty with Mexico requires the admission
of our vessels into her ports on the same
terms as those accorded to the vessels of
the most favored nations and that as tho
English steamers paid no tonnage duties
the Alabama was was entitled to a simi-
lar exemption. To this the Ko replies
that tlicj English steamers carry only the
mails and passengers whereas the Ala-
bama had freight in addition.
We mentioned last evening the ru-
mors of a revolution which are rife in
Mexico. The Government seems to be
at its wit's end and Congress is no better
off.
After spending many mouths in a vain
endeavor to device ways and means for re-
plenishing their exhausted exchequer
they now find themselves in a worso con-
dition than at Iirt. The only practicable
measure that of removing tho "prohibi-
tion" or restrictions which now paralyz-
ed the industry and commerce of the coun-
try has been sot aside. For some time
the Chambers have been engaged in dis-
cussing the expediency of granting the
President extraordinary power so that
lie may be able to raise funds in his own
way without any necessity for recourse to
Congress. This measure at last passed
'the Senate and was at tho last accounts
v till under discussion in tho Chamber of
Deputies. A committee of that body
had reported in favor of it and there is
tittle doubt that it parsed on the last day
'Of thc-scssion. This would make Arista
'a Virtual (lictntor and will open the door
for the attempts of other aspirants. In
act the country seems to bo in a very
tlistraoteu" condition and rapidly approach-
ing a state of anarchy similar to that
which proceeded the war with the United
States.
We do not find in our papers anything
definite about tho Tehuantcpcc treaty or
the grant to Garay though wo have no
doubt that the information we published
last evening was correct. Tho discussion
was conducted with closed doors; but it
vas generally understood that "the final
action of Congress would be the same as
that referred to by our correspondent. On
tho subject of the annuling of the Garay
grant the Trait iV Union after saying
hat no serious mischief would result
frm tho rejection of the treaty makes the
following remarks:
But ill regard to annulling tho conces-
sion to Garay the Case is very different
as in this the legislative powers have been
made to infringe on the judicial and ac-
cording to the American journals tho leg-
islature lias not tho power of annulling
that which comes exclusively within the
jurisdiction of tho courts and as the Gar-
ay grant has pascd by contract into the
liands of Americans they will sec in tho
oct of Congress a denial of justice or a
usurpation of power which will very
probably give rise to diplomatic dltlicnl-
ties. The Universal a paper published in
tho capitol which has all along vigorous-
ly opposed tho treaty endeavors to throw
upon Senior Lacuuzaatl the odium of tho
negotiation. To this accusation tho ex-
Minister replied that he fully accepted
tho responsibility if responsibility there
bo of every thing that was done relative
to this nflhir while ho was in office.
Tho Traic (V Union says that this is a
uoblo answer and that Senior Lactmza
will hereafter remember it with pride;
that if by any sad chance tho Tehuante-
j pec treaty should not be ratified and the
(concession to Gamy not be recognized a
lime will come and that before very long
when his acts during his term of olfico
vill be his best title to tho esteem of tho
sonablo people of tho country.
""The Chamber of Deputies has aiinull-
the contract in regard to tho tobacco
exercise on tho ground that tho Govern-
ment had no right to enter into it. The
Senate has yet to approve the act.
The iiilligcnco which left tho city of
Mexico on tho 13th inst. for Morelia was
assaulted and rdbbed The papers boast
that this is tho first dilligcucc of this lino
that has been robbed lor four months.
That is certainly very moderate.
It is reported that tho great commer-
cial houo of Rondcro in the city of Mex-
ico has failed.
The subscription for a French theatre
in the city of Mexico is proceeding rapid-
ly; but the projectors of the enterprise have
been disappointed in their expectations of
obtaining the services of tho company
from this city
The amnesty granted to tho revolted
Indians in the State of Pucbla has been
attended with tho happiest concqunces.
Tho Indians arc coming in and surrender-
ing themselves every day.
The railroad from Vera Cruz to San
Juan is about to bo abandoned.
Tho Monitor contains a paragraph
mentioning a report that two hundred
"American pirates" had invaded Lower
California with tho intention of taking
possession of tho ports of that territory.
The "pirates" wcro pursued by two
American vessels which endeavored to
prevent them from carrying their design
into eirect. We think that this story is
extremely apocryphal.
Congress has appointed a special com-
mittee to frame municipal ordinances for
tho capital.
A short time ago a Senor Suarcz Na-
varro returned to the city of Mexico from
a visit to Carthagcna at which place ho
reported Santa Anna to bo busily engag-
ed in cock-fijrhtinir and other such elegant
amusements. Soon after his arrival Sen-
or Navarro was arrested and imprisoned
probably for having been on too intimate
terms with tho exiled general and his
fighting birds.
It is proposed to establish a new de-
partment of tho Mexican Government
under the superintendence of a Minister of
Agriculture and Commerce. '"
A beautiful young lady of the city of
Mexico a few days ago put an end to her
existence by taking a dose of arsenic.
She was impelled to tho rash act by the
resistance of an aunt to her marriage
with a young man to whom sho was en-
gaged. t
The Monitor 21 cpublicano asserts that
the war in Yucatan is drawing to a close.
The Indian every day diminish their ef-
forts and their courage evidently com-
mences to decline. The only thing wor-
thy of note is tho bloody defeat of the sav-
ages at Baclnr. They endcavhred to take
the place by asaault and GOO of them
penetrated to the plaza. The garrison
receivcd.thcm with such a fire that they
were utterly routed and the river was
chukedup with their dead bodic. The
losof the whiles was

Arrests' in Cuba.
The Savannah News publishes transla-
tions of a letter from Havana which
speaking of recent arrests says:
The last arrest was the old and respec-
table priest of tho Guira de la Molina
Rodriguez Valdera for having spoken
freely in favor of tho independence of the
Maud. The lawyer Don Jose Gonzales
from Guanogoy accused of having writ-
ten in favor of independence. Don Juan
Villavcrdi of the tamo oflenco ; tho prin-
cipal master of tho shipyard who is ac-
cused of having ottered to give up that
establishment to the invaders for which
effect lie had at his dipoal all the con-
victs which were in it also has been ar-
rested and incarcerated; the captain of
polieo of the barrio do Chavcx Don
Lewis Oliver (Catalan) accused of neg-
lecting to arrest two men who attempted
to murder the lawyer Callctto Gonzales.
This Callcto Gonzales is the mounter who
betrayed the young patriot Don G rasiliauo
Moutcs de Oca native of tho Canaries
who was executed on the 20th of last
month for having engaged a pilot for the
service of Gen. Lopez.
A letter from St. Jago do Cuba dated
May 7th says:
A number of arrests'havc been made at
St. Jago de Cuba Perhaps were taken
which discovered a plot to commence an
insurrection had taken measures to cap-
turo the hcadqiiartcss of the city and to
secure tho landingof Garibaldi with 3000
men. At the same time Lopez would
have effected his landing in some part of
llavauna. The judge after having con-
cluded the proceeding! sentenced to
death four and to perpetual punishment
three of the principal officer ; and to ten
years' hard labor a sergeant of the garrison
and two privates. The traitor who be-
trayed them was released. This sentence
has been approved by the Captain Gener-
al at Havana.
From Peru.
The Faro Industrial of Havana has
received news from Peru to April 8th.
Tho presidential campaign terminated on
the 31st of March in favor of Gen. Ech-
cniquc President of tho Council of State.
Tho total number of votes was 11801 of
which Kchcuiquo had 2392 13 1 ins (J09

In consequence ofsupicionthnt Ech-
cniquc is not a native of Peru and conse-
quently not eligible to the Presidency an
investigation of the subject was ordered
by the Senate. Documents were produc
ed showing thatEcheuiquo is a native of
Puuoacity of Peru and therefore ho was
declared duly elected. This is tho first
timo that a President has served his full
term hi Peru. Tho circiunstauco ismado
tho occasion of much rejoicing.
Tho Hamilton County (lud) Register
is edited bya "Whig mid a Democrat each
of whom stands up for his own peculiar
political faith. Tho salutatory address
says:
'livery Democrat should take it be-
cause it is a Democratic paper every
Whig should take it because it is a Whig
paper. It will contain facts and argu-
ments for and against the doctrines and
doings of both political parties" &c.
"Papa have guns got legs?" "Why
no James." "How do they kick then"
"They kick with their breeches! my
son."
Tho firiiish Cabinet.
The British Ministry has met with
another defeat In tho Homo of Commons
but still continues to hold office. To tho
taunt 6f oho of his hponcnts that his
personal dignity required him to resign
Lord John Russell replied that ho could
take caro of his own character and that
he would liow to tho decision of tho
House ; but hot a word said he of resign-
ing his ollicc. This is a departure from
all precedents previous to his own Minis
try. IJy invariable practice- which has
become almost constitutional law the loss
in Parliament of any measure which hns
become a Government question was fol-
lowed by a change of Ministry. Govern-
ment in the English sense consisted of a
Ministry supported on all Cabinet ques-
tions by a majority of Parliament.
Whenever any question was made a
Government or Cabinet question every
member of the Ministry must support it
orrcsiiru: and the Cabinet itself if de
feated also resigned. There wcro oneii.
what wcro avowed to bo " open" ques-
tions upon which members of the Admin-
istration might differ with each other and
yet hold place ; but it was always public-
ly understood what wero Cabinet and
what open questions aud a defeat in cither
Houso of Parliament on a Cabinet ques-
tions was followed by a change of Minis-
try. All this has recently undergone change.
Lord John Itusscll has been defeated
several times on Cabinet questions and
yet holds his piece. Once lie tendered
his resignation ; but no successor could
be found able to carry on the public busi-
ness and with sufficient parliamentary
strength and weight of public character
to form an Adminstration to succeed hiin.
Other defeats have since followed; and
now one has been incurred which goes
not only to manifest an utter want of
parliamentary confidence but to deprive
him of the capicity to carry on the Gov-
ernment on any fixed system. Lord John
however docs nor recognize the obligation
to resign but speaks of altering his policy
and making tho course of the Cabinet ac-
commodate itself to the will of the Houso
ofCominons. .
This exhibits a remarkable change in
the spirit of tho British Administration;
and shows how much and by what un-
conscious degrees the Government is
popularized. The House of Commons
becomes virtually and almost directly
the Government of the country. It dic-
tates measures to Ministers and compels
thein to alter and modify tho ministerial
policy as administrators of the policy of
Parliament not as responsible Ministers
of a directing Executive. This makes a
change in the spirit with which the British
Government is administered amounting
almost to a change in the unwritten con-
stitution. But although Lord John Russell has
not resigned the nature of the last adverse
vote will leave him little option as soon
as a succession can be formed. It was u
defeat in a full House on a proposition to
limit the continuance of the income tax to
one. Heretofore the income tax the
most stable and sure of the sources of
revenue upon which the Ministry rely in
laying their plans of finance before Parli-
ineut has been granted invariably for three
years. Without some such certainty in
so large an item of the public resources
it would be impossible for any Ministry to
propose any system of finance lasting be-
yond the current year. To the principle
of this tnx there is always a vehement
opposition. It is accursed of being in-
quisitorial partial aud oppressive but ex-
cused on ono side as necessary to meet
the wants of the state ; and on the other
as a relief to the laboring and industrial
classes by throwing a largo share of the
publiu burdens upon the lauded proprietors.
Tho war of interests and opinions is al-
ways recommenced when tho question of
renewing the tax comes up trienuially.
At this time the refusal to continue it as
usual is tho more significant because the
Protectionists under Lord Stanley aro
looking to him as the head of a now
Ministry after the expulsion of Lord John
Itusscll aud make opposition to tho in-
come tax ono of their points of political
strategy. If that tax can be repealed the
argument becomes very powerful that a
scale of increased duties upon imports
must be adopted in order to supply tho
deficiency of revenue and houcc a fixed
duty upon corn will be almost indispensa-
ble at least the plea in its favor will be
extremely cogent. Tho combined forces
on motion of a radical who is opposed to
tho Ministry defeated tho Government in
a full IIoihc and thus virtually declared
that the financial policy of the Govern
ment should not look beyond the present
year and that the whole contest on the
budget and on tho principle of tho income
lax shall bo shortly renewed.
It is obvious we think that the resig-
nation of tho Cabinet will be soon forced
and that an experiment at least will bo
soon tried of what success a Protectionist
Ministry under Lord Stanley formed
under circumstances which will constrain
them to bo moderate and compromising
will havo with tho prceut Parliament ; or
if that fait them with tho constituency at
a general election. To such a trial all
things in English politics at this time

These papers contain very little news.
They are studiously silent on every sub-
ject connected with the expedition. The
anniversary of the affair at Cardenas was
celebrated with great pomp at that place
lleligious ceremonies were performed for
those who fell in the fight.

Colon is to be tried for his fife for runing
that vessel ashore on tho reef near capo
Autonio.Tho colon.as all our readers know
was got off by assistance of tho Ameri-
can schooner lloiu Capt. Lock of this
port.
Miss Tucker says it's with old bachelors
as with old wood. It is hard to get them
started but. when they do tako flame
they burn prodigiously.
Sorno ten or twelve buildings were de-
stroyed by fire in tho town of Point Com-
