The TCAFS includes people from various state agencies, universities, and businesses. It promotes the conservation, development, and wise utilization of recreational and commercial fisheries. It also supports all branches of fisheries science and practice as well as the exchange and dissemination of knowledge about fishery-related subjects.

History is one of the main topics in this edition of the newsletter. This includes the voting history for officers and annual meetings. Dr. Tim Bonner presented a poster at the Southern Division AFS meeting that announced the availability of a new field guide to freshwater fishes of Texas, co-authored by C. T. Thomas and B. G. Whiteside. Details about applying for the Clark Hubbs Student Research Award were given for those students interested in research in any aspect of fisheries science. In the Flotsam & Jetsam section, there were articles on "Bush creates largest marine sanctuary (Northwestern Hawaiian Islands)," "Lack of oxygen can mean more male fish (zebrafish)," "Fossil fish sheds light on transition (sarcopterygia, lobe-finned fishes)," "Brown tide blooms in Washington's waters," and "Group calls San Jacinto River 2006's ninth 'Most endangered'."
