The TCAFS includes people from various state agencies, universities, and businesses. It promotes the conservation, development, and wise utilization of recreational and commercial fisheries. It also supports all branches of fisheries science and practice as well as the exchange and dissemination of knowledge about fishery-related subjects.

President Gary Garrett wrote about the 78th Legislature and passage of SB 155, which restricts the use of motorized vehicles in state-owned streambeds. The TCAFS Issues Committee submitted a position pater entitled “Off-Road Vehicles and Their Impact on Stream Environments – A Policy Statement From the Texas Chapter of the American Fisheries Society." Plans for the 2004 annual meeting to be held in College Station continue. Continuing education will include a class taught by Dr. Bobby Whiteside on the identification of small fishes from Texas rivers and streams and a day-long workshop about instream flow studies sponsored by Texas River and Reservoir Management Society. Five books are reviewed: Common and Scientific Names of Aquatic Invertebrates from the United States and Canada: Cnidaria and Ctenophora (Stephen D. Cairns et al.), Strategies for Restoring River Ecosystems: Sources of Variability and Uncertainty in Natural and Managed Systems (Robert C. Wissmar and Peter A. Bisson, editors), A Guide to Sampling Freshwater Mussel Populations (David L. Strayer and David R. Smith), Mysteries from the Yukon: The Adventures of a Junior Biologist (Lawrence S. Buklis), and Investigation and Monetary Values of Fish and Freshwater Mussel Kills (Robert I. Southwick and Andrew J. Loftus, editors).
