ing that in such contest ignorance
can be readily cuncenlrated, ex-
pected by this means to ride tri-
umphantly into prominence and
power. Such men well knew that,
were the people to meet in solemn
conclave, and consult together,
seeking out the men whom they

duty of framing the organic law of I
