s < nds one constructed of witto marble. It is more mposingr than any
tie others. This is the home of the great Athison Topeka nd Santa
Fe Sv-il y System . On th e eleveth floor of this building th cqa-
tem forms his plans at will to make or brake established towns ,and
build up new ones ,to deatroy homes and pave the way for -ms great
wealth for those enjoying his favors.
. Down in Texas the Atchison Topeka & Santa Fe is building four
hundred miles of railway across the northern portion of the State to
open the way for traffic from the Orient and. the Parific Slope to tide
water on the Gulf of Mexico at Galveston. Serious conflicts have ari-
oen between thLe autocratic action on the part of the chief engineer of
the Atchison Topeka : Santa Fe Sytem r(nd the Governor of the State of
Texas. The questions made will test the power of the railways in a way
,ever tried before in the United States. Prominent among the questions
rt have arisen is the one of the power of the cheif engineer of
railway system to build hip railroad through the State of Texas in a
''ay to (estroy ay- million the vested, property rights of the people
of the State of Texas that the line might be the best possible from ,an
engineering standpoint for the service of the railway company in the
handling of its interstate and international traffic. In the early
<rays of Texas hundreds of millions of acres of land were given by the
ate to railway companies to encourage them to build in Texas. The
lf Colorado and Santa Fe,which is now an important part of the At-
on Topeka & Santa Fe shared in the generous bounties of the State
e extent of over ;10,000 a mile. The land granted to the railway
companies is largely located in the country through which the Atchison
Topeka & Santa Fe is now building and is me worth l cn r.re ,mking
the value of the bounty to railroads more than 0IO,O00O a mile in pre-
sent values of the land. It is seriously questioned however ,whether
the stock and bond holders of the railroad companies in Texas have ever
