in a big way only this time it is
nothing to bo proud of. We killed
more people on our streets and
highways this last *year than in
any previous year. I am not at all
sure that all of the people of Tex
as are ready for traffic safety or
want safe highways.
“How can I say a thing like that
about our good citizens, because
we can havo safer highways and
seem to do very little about it
because I've seen causes of traffic
fatalities clearly determined and
widely advertised and I have seen
the same violation of traffic laws
an the rights of others cause
deaths again and again. Just be
fore Christmas Colonel Garrison
prophesied we would kill one hun
dred and fifteen before a New

clearly what would cause thesr'"

“We did not kill the full one
hundred and fifteen but we did
kill far too many and these deaths
were caused by the exact things
which Colonel Garrison said would
cause them.,That is the reason I
have come very' close to losing
faith in our drivers where traffic
safety is concerned. Did you ever

fee shop and joke about being ar
rested for assault, or theft? You

about being arrested for speeding
though.
“Just as long as our society
jokes about an offense which kills
over a thousand people yearly in
Texas, Just that long our safety
workers are going to be frustrate''
in their efforts to save lives on our
highways. When our society begins
to frown on traffic violations a-

are, when a man slips into the
judges office and pays his traffic
fine and is truly ashamed of be
ing cause in violation of a traffic
law—then we will begin to accorn
plish something toward traffic
safety.

small, of our drivers, have to be
forced to obey traffic laws and
your traffic law enforcement agen
ties certainly need the help of an
aroused public opinion to back us [
