DSSI-area residents think
the neighborhood stinks

Michael Vickers bought his
small wood frame house directly
behind the polluted former DSS
International silver recovery plant
less than four months ago.
“I really didn’t know much
about it at first, but later on I knew
this was not good,” says Vickers, a
chemical technician at Exxon
Chemical Company virtually
across Bayway Drive from Vick-
ers’ home at 110 Foster.
“Did they ever decontaminate
the place? I don’t know. I tried to
find out some information from
the EPA, but it was just a maze. I
didn’t have time to be persistent,”
he says.
Looking across the one-acre lot
he bought in December, Vickers
winces as he describes the whine
of rusted ventilation turbines and
flapping sheet metal that aggra-
vates his sleeping and waking
hours when the wind blows.
“I guess I’m just used to the
odor, because I can’t say I really
smell anything,” he says.
Dave Gresham, whose mobile
home is a scant 50 yards closer to
the property line of the DSSI plant,
isn’t so lucky.
“We moved here about six
months ago from Houston because

The Ladies of St. John the
Evangelist Church will put on
their annual plant and bar-
beque sale from 8:30 a.m. to 6
p.m. March 20-21 at the
church at 800 Baker Road.
The sale includes a laige vari-
ety of bedding plants, hanging
baskets, food, and friendship.
On Saturday, sandwiches
and chips will be sold for $3.
On Sunday, the meal is bar-

we wanted to live someplace better
than where we were. And 1 like the
schools,” he says.
But for his wife and 4-year-old
daughter, and for himself, the
effects of living in Baytown have
turned out to include irritated eyes
and throats.
“Sometimes we can’t sleep. I
thought it might be Exxon,” he
says.
Gresham is one of several resi-
dents in the area of Bayway at Fos-
ter who have complained about
respiratory problems and foul
odors emanating from somewhere.
That somewhere may have been
the DSSI plant, which in 1994 was
cited for environmental law viola-
tions by the Harris County Attor-
ney’s Office.
The chemicals used in the silver
recovery process involve a variety
of things that human beings should
not breathe and be around, and
through its work in prosecuting
DSSI, the county attorney’s office
and county and state health
bureaucracy believes silver and
cyanide are in the soil beneath and
surrounding the physical plant.

plant’s lack of serviceable gates
and security allows children and
teen-agers to get inside the struc-
ture where suspicious tanks have
rusted vales and piles of white ash
spread throughout the facility.
Vickers, a former hazardous
materials truck driver, says he
believes whatever went wrong
with the DSSI plant should be
cleaned up now and whatever cost
is involved can be sorted out later.
Clarissa Bauer, an assistant
county district attorney, said the
$80,000 approved by a bankruptcy
court last week should be enough
to clean up the site.
A trustee appointed by the court
has the responsibility of doing just
as soon as possible.
If the $80,00 approved out of a .
settlement with DSSI is not
enough, officials with the Texas
Natural Resources Conservation
Commission, county attorney’s
office and state attorney general’s
office indicated the site could fall
under the definition of a federal
superfund site - an environmental
cleanup program paid for thorough
federal tax dollars and industry
fines and fees.
