"Hizhonner" the Mayor March 15,2003 by Mayprgggjjgfag*
We do have wonderful people in Double Oak. Sometimes it's easy to forget that, in
our fast paced lives, but let me tell you a true story. A few weeks ago, a man from
................Colorado decided to move to Double Oak and build a new house at 810 Cross
Timbers Drive. He got his building permit but somehow in staking out the perimeter of his new
house, he made a one-foot error on the setback of his house due to a bay window overhang. He had
already poured the concrete peers on the perimeter before this was noticed. He asked if there was
any way that a variance could be granted. He was told that the only way would be to pay the $150
and take his case before the Board of Adjustments. This was certainly discouraging due to the lost
time but he complied and was granted the variance. A few days later, he heard that the town
needed to move six mailboxes as a result of the new sidewalk parallel to Waketon at Cross Tim-
bers. Mr. Keith Kellermeyer, whose business card says "Mr. DoWhatevah!” was quick to volun-
teer. I was impressed that this man who was busy building his own house and not yet a citizen of
Double Oak would graciously volunteer. If you have not yet met this family, please welcome him
to our town. This is just one of many stories of wonderful folks who move to, or already live in our
town.
Sharon Bitters of Double Oak was in charge of an auction fundraiser for Flower Mound Elemen-
tary. It was a major success. I understand they raised $22,000. Our Town donated three things for
the auction. They are: 1. Birthday party for 10 including a ride on the fire truck. 2. Assistant Police
Chief for a day. 3. Riding in the lead car in the 4th of July Parade.
Mark your calendar!! The Double Oak Women's Club is sponsoring a town cleanup and pan-
cake fundraiser again this year. The money will go into their community fund for various worth-
while projects such as scholarships and community beautification projects. It will begin at 8 A.M.
and last until noon on April 26. It will be located at the Double Oak Volunteer Fire Station.
At the March 3rd Council Meeting, the Town Budget was officially revised. It included the
$132,303 from the Co-Serve franchise fees. The first $10,000 was budgeted for additional funding
for capital assets for our fire department, as promised. This makes a total of $60,000. Road/
Drainage was increased from $87,000 to $157,047. $50,000 was budgeted for a gazebo and park
located on the old Town Hall site. The more detailed total revised budget is available for your in-
spection at Town Hall.
No quorum would be available for Monday March 17, so there will not be a regular council
meeting. This is because it is spring break week. It has been rescheduled for March 31.
A short special council meeting was called for Friday March 14. The purpose was to consider
whether enough events have changed since our 1995 central sewer system study to warrant spend-
ing money for an updated study. This new information would be presented to the citizens and ask
them to vote in a non-binding referendum on May 3rd, for or against extending additional central
sewer service to our Town. Some of the factors considered that gave us a small amount of hope to
reduce the cost to an affordable level was:
1. Interest rates are down. 2. We are now full members of the Upper Trinity Regional Water
District (UTRWD) instead of being only, a "Growth Member". 3. We presently have a small
amount of sewer service to the NE comer of Double Oak. There is some room for expansion. 4.
Grants may be available for some help. 5. Additional options were recently explored.
The 1995 study indicated that the cost per house per month for central sewage service with a 25-
year bond would be between $80 to $110 per month per house including wastewater treatment,
plus homeowner expenses to connect the houses to the service line connections. Many assumptions
were made but the bottom line was simply that this cost was too great. On site septic systems, es-
pecially aerobic systems can work well if properly installed and maintained. The Town must en-
sure that this is done and complaints are promptly investigated by the Town Sanitarian. Proper
records must be kept.
We would all like to have a central sewage system but not at any cost. At the March 14, 2003
special council meeting, we decided that not enough things have changed that would give us reason
to believe that a new study would reveal affordable costs. We will continue to investigate opportu-
nities but meanwhile, Double Oak remains a wonderful place to live with very low taxes and one
acre or bigger lots. It truly is a paradise surrounded by rapid developing towns. We will soon be
fully developed. The remainder is primarily the 100-acre Taylor property and the 14-acre Business
Office Park at 407 and Chinn Chapel. I hear that both are under contract to purchase for develop-
ment soon.
I have been told by good sources that Copper Canyon Rd. at 407 will soon be realigned to di-
rectly face Cedarcrest Lane. TexDot would then put a stoplight at that four-way intersection. I don't
think anything is going to happen at either the dangerous intersection of Simmons Road and 407 or
Carruth Lane until TexDot widens 407 through those locations.
Hopefully the road projects, drainage, and gazebo/park program will begin in May or June.
Don't forget to vote for your choice of two council members, mayor, and school board members.
