Indigent health care
statements unpaid
Medina Community Hospital
wants Bexar County to pay for care
given locally to indigents from
Bexar County. The local hospital
also has similar bills they would
like to collect from Uvalde and
Webb counties.
"The law is not specific about
caring for people. Nobody pays for
Bexar County indigents, but if
others go to Bexar County, their
home county is hilled,'" the
hospital's Executive Director Ernie
F’arisi told Medina County Com-
missioners Monday.
"We have been informed Bexar
County will not pay for indigent
health care for their residents
receiving treatment outside their
county," said Parisi.
Bexar County officials are seek-
ing payment of a $3,500 bill but
refuse to pay a bill of $3,061.70.
Uvalde County owes a $3,749.75
bill and Webb county owes
$1,353.25.
"The ultimate responsibility for
indigent care is Commissioners
Court," said County Attorney
Hunter Schuehle. He suggested that
Commissioners deal directly with
the commissioners courts of the
counties in question.
Outstanding Warrants
With representatives from almost
every law enforcement segment of
the county present in the cour-
troom, Commissioners attempted
to gather information on the
county's outstanding warrant list
"We have over 800 outstanding
warrants on the list" said County
Judge Butch Campsey. "We need to
know what can be done to resolve
this for two reasons: (1) the
county's budget depends on a certain
number of dollars per year being
collected from warrants and (2)
unless the warrants are seived.

statutes provide for warrant officers
with no other duties but serving
warrants.
"This report tells me we've got
approximately 800 people, most of
which have been convicted, who
haven't paid." said Commissioner
Henry Briscoe. "All I want is for
the system to work. I want to find
out what we can do to solve it."
The individual department repre-
sentatives were given opportunity
to voice their opinions on causes
and solutions to the problem.
The concensus of the represen-
tatives was that their departments
were shorthanded and could not
spare men to work exclusively on
serving warrants.
Judge Campsey concluded die
discussion, saying, "Were really
not getting too good communi-
cation, but I'm going to find out
what we can do. As for putting
anybody else on, we just can't do
it," adding that the county's budget
is very tight this year.
The judge also spoke of the
recent increase in the crime rate and
acknowledged tha. law enforcement
personnel "have a big job to do."
In other business. Commission-
ers:
* Approved lease of an office in
the Devine County Annex building
for the department of Mental Health -
Mental Retardation, Kerrville Slate
Hospital Outreach Office in Medina
County.
The office is scheduled to open in
December and will be staffed by
local people, if possible.
* Approved donations to county
EMS, volunteer fire departments,
libraries, etc.

County voters approve
para-mutuel, 9-1-1
Medina County voters were no
different from citizens across the
state as they flocked to the poles
Tuesday to cast their ballots in an
unexpectedly heavy turnout.
"In the last constitutional amend-
ment election in 1985, we had 876
voters turn out in the county," said
County Clerk Anna Van De Walle.
"This time we had a total of 4,701
ballots cast.”
"We ordered more ballots last
week after we saw how heavy
absentee voting was," she said. "We
had to get more Tuesday."

Statewide Turnout
Secretary of State Jack Rams,
Texas' chief elections officer, called
the record statewide off year turnout
a dramatic statement by Texas
voters and compared the record
turnout to a "100-year-flood."
Turnout projections across the
state were all wrong, he said.
Rains attributed the turnout to
high voter interest in the 25 consti-
tutional amendments and two re-
ferendums that ranged from pari
mutual to bond issues.
Medina County citizens can help
with restoration of the county
courthouse and have their contri-
bution memorialized with an
engraved plaque.
"We hope citizens from all over
the county and those who have roots
in the county will participate," said
Medina County Judge Butch
Campsey.
Commissioners earlier this year
decided to give county citizens an
opportunity to contribute $50
toward a courtroom railing which is
too expensive to be reproduced under
the renovation budget.
The county wants to restore the
railing in the main courtroom but
does not have funds to complete the
rail, due to the cost of the solid oak
spindle posts.
