Letter To Editor
Covering a city
commission meeting without a
media packet can be compared
to covering a football game
without a roster.
One of the first football
games I attempted to cover was
an out of town junior varsity
game with no programs, no
rosters and only a handful of
fans in the stands. One of the
player fathers actually went
down to the sidelines and
copied names and numbers
for me.
Thanks to cooperative
coaches we no longer have
that problem except at city
commission meetings.
Constantly interrupting
the proceedings to ask for
copies of bids, resolutions,
ordinances, budgets, etc is
time consuming for me as
well as those conducting
the meetings. All that
information, like numbers on
football players, is public and
should be made available in a
timely manner.
Witholding media
packets to answer someone’s
whim that they were being
made available to too many
people or it costs too much
or takes too much time
reflects unkindly on a city
commission that made more
open communication with
residents as part of its strategic
plan.
We have to guess at the
reasons the packets were
discontinued because we
have not been given a definite
reason. This is a problem
that is not going to go away
anytime soon. Maybe there
are secrets at City Hall!
This will be the first
question we ask candidates
when election time rolls
around in May - why do you
think the practice of providing
news media with public
information packets before
meetings was discontinued?
and are you willing to
stand up for more open city
government? Just give us an
answer!

store for Electrans in the
coming months. Check out

There is some good news:
sales tax revenue continues to
increase, elementary school
enrollment is rising, a large
crowd is anticipated for next
week’s homecoming, and the
athletic teams are winning
games for Electra. Go Big
Red!

Electra Grand Theatre
board members are calling for
volunteers on Saturday morn-
ing, September 29th to prepare
the historic Grand for upcom-
ing Homecoming activities.
Volunteers will gather
at 9:30 a.m. to vacuum, dust
and set up for a reception
honoring Robert Craighead
and classmates from the 1979
EHS One-Act Play cast. Their
production of Green Pastures
won the UIL state competition
spill on Tuesday, Sep-
tember 1 8.

The Delizio’s are involved
in the "The Kids Across
America” program that al-
lows disadvantaged youth and
children from urban areas to
experience attending a Chris-
tian camp. Delizio has served
as a volunteer physician in the
Missouri camp since 2004 and
in 2007 founded Electra Kids
Across America to raise funds
to send Electra youth to the
camp. "It’s the best thing I do
all year,” Delizio said. He also
volunteers as the Electra High
School Tigers’ team physician.
In nominating Delizio
for the Arthur F. Beyer Dis-
tinguished Alumni Award,
Dr. Fred Stangl called Delizio
one of our most valuable citi-
zens of North Texas” because
of his volunteerism and dedi-
cation to his community.

Frieling reported EJHS has
implemented a Student of the
Week recognition program
and students and teachers are
focusing on academics and
maximizing the TINS time on
campus.
Each campus has set
criteria to recognize Tiger
Pride each six weeks. Students
who meet the criteria wifi be
presented a Tiger Pride tee
shirt designed by campuses.

western Medical School in
1995 and graduated from the
Wichita Falls Family Practice
Residency Program in 1998.
Delizio could have at-
tended other colleges to obtain
his pre-med program, but is
happy to call MSU his alma
mater, "I chose MSU because
of its excellent pre-med pro-
gram, small class size and ac-
cessible professors,” he said.
"Wichita Falls is my home-
town, and I have seen MSU
grow into a beautiful campus
that is well-recognized and
outstanding in academics and
athletics. I am proud to say
that it is my university,” Del-
izio was a member of MSU’s
the substitute teacher list. A
resolution for extracurricular
status and adjunct faculty
agreement with the Wichita
County 4-H organization was
also approved.
Trustees changed the
October regular board
meeting to October 24 due to
a conflict with the Region 9
Superintendent’s Conference
on Oct. 15. Consent agenda
items including tax office
report, financial reports,
check listings, and ISS and
AEP reports were approved.
Supt. Nightingale reported
a tax collection rate of 99.6
percent for the year.
A closed session for the
mid-year superintendent
evaluation review concluded
the meeting.
Board President Wayne
Cranford conducted the
meeting with trustees Ben
Segler, Janine Adams, Layne
Holmes, Kayla Swenson and
Kay Whisnand present and
Marty McCain absent.
Also present were Supt.
Nightingale, Assistant Nora
Curry, and Principals Ben
Frieling and Fran Davis.
$103,000 for the library,
$11,000 for tax, $812,000
for water and $1,975,000 for
electric departments.
Following a public
hearing regarding a request
from the Chamber of
Commerce for $2,500 in
hotel/motel room occupancy
funds commissioners returned
to open session and voted
to award the Chamber the
funds as recommended by
the advisory board for this
fund. Chamber Manager
Sherry Strange presented
documentation to the City
for a request made by the
organization some two years
ago for an incentive grant for
work on the building facade.
The chamber had been
approved to receive up to
$14,465.77 in incentive funds
from the City depending upon
actual expenditures for the
matching fund grant. Actual
expenditures of $23,519.95
resulted in the chamber
receiving $11,759.98.
Commissioners
awarded Barnett Paving a
$235,670.00 contract for
street improvements, and
recommended to Wichita
County awarding a contract
for $55,230 to Caco
Technology for grant boring
in the STEP grant. The STEP
grant is through Wichita
County Commissioners Court
because the work is outside
the city limits of Electra.
A $402,729 budget
for Business Development
Corporation of Electra was
presented by Main Street
Jannis Hayers and approved
by commissioners. This
corporation is commonly
referred to as the 4B Board.
Action on winter hours
for the Convenience Center
was tabled, and Mayor Curtis
Warner named Commissioner
Place Two Bill Davis to serve
with him on a committee
to enter negotiations with
Harrold Water Supply.
Current contract between
the City of Electra and the
Harrold Water Supply expires
in January, 2014.
Also participating in the
meeting were Commissioners
Janice Cranford and Pam
Ward. All action items were
approved unanimously.
