menting tin; influence of the com-
mercial classes over legislation
mid for combatting the Agrarian
inoveinent.
It now consists of nearly 2."j0-

kinds. Thus the total member
ship of the Itund direct and in-
direct is considerably more than
one million and it is therefore by
far the largest private organiza-
tion of any sort in (lermnny. In
June the Bund held its annual con
vent ion nt Iterlin; and in view of
tin; near approach of Reichtag c-
lections tin; speeches took on a
very aggressive character against
the Agrarians and the parties siqi
porting them. The president of
the organization announced a pol
icy which melius practically that
the Dund prefers to see a Social-
ist elected lather than an Agra-
rian. His attituled has given great of-
fense to the Central Association
of (ii'i'iimn manufacturers the na
tinnal organization of the largest
manufacturers of the empire.
This body has just announced
its withdrawn! from the bund be-
cause of the vigorous attitude a-
dnptcd against the agragrians at
the convention. The Association
explains its act ion by alleging that
the course adopted by the I'und
endanger sthe protective policy
which is supported by a tacit alli-iiii'-c
between the manufacturers
an I large land owners. The seces-
sion of the Association does not
mean that all manufacturers of
the country w ill desert the I'.und ;
and on the other hand many of
the organizations of the smaller
and medium sized manufacturing
establishments have declared their
.support of a igorous attack up-
on the Agrarian and the 'oiiser-
vative parlies.

it will tend to draw the lines more

Diplomats are beginning to
wonder whether there will ever
be an end to the negotiations over
the various Chinese loans. They
got the railroads off their hands
and thought there was nothing
more to be said about tin; Man-
churian loan. Lately however
it has again cropped out in the
dispatch bags. Japan and Russia
objected to the clause that provid-
ed that in future loans the coun-
tries supplying the money in this
instance should be given the first
option. Kussia and Japan
thought that established a mon-
opoly and the ambassador in Lon
don complained to the foreign of-
fice. It has been pointed out that
such a clause is put in all loan a-
grccmci;N and is a usual business
arrangement. No formal answer
has been given as yet but it is be
lieved that steps will be taken by
interested powers to allay the the
feeling in Japan and Kussia that
they arc bing shut out by any
loan transactions in China.
