election day.
The crucial margin in the victory was
that more of Hill's supporters were non-
voters than Clements' supporters
Whether Clements can turn Texas into
a viable two-party state is a burden he
alone will bear as he assumes office,
Murray said.
The single most significant event the
Republicans have been waiting for to
transform Texas into a two-party state
has been the election of a Republican
governor. Murray said
But Clements' "is very much an
unknown” and he could set the
Republican image back 19 years, Murray
said, but added that Clements could turn
In Ohio, where more voters are
registered than in Texas and where a
tradition of high turnout prevails, the
total vote was less than Texas' 2.3

And in the last few days of the cam-
paign, the Republican industrialist spent
$1.7 million on a phone bank to get his
voters out. That figure was the total sum
Hank Grover had to spend for his entire
campaign against Dolph Briscoe in 1972.
Murray explained the poor nationwide
Democratic showing as a lack of
motivation. In 1970, the Democrats had a
Republican president to rally against and
in 1974 there was Watergate. This year,
the turnout dropped 8 percent from 1974.
percent- statewide.
Clements also succeeded in "wrapping
Carter around Hill's neck," Louis said.
But Louis does not think Clements
"bought" the election. "He barely spent
enough to win it," he said.
The influx of "Yankees" from the
North had a "significant" effect, Murray
said, because they did not have any
particular attachment to either party in
Texas and did not know that much about
the candidates.

Perhaps one of the more important, but
overlooked, broader issues. Murray

that there was a good reason why they

The powers Clements will have will be
the mostly negative powers that come
with the office, acording to Murray If
he tries to be a strong-willed governor "
with the legislature, the odds are it will
rebuff him, as John Connally discovered
when he was governor 15 years ago.
Murray said

A combination of factors helped Bill
Clements win the gubernatorial election,
and though any one of them could stand
. alone, out of context, to explain the
victory, they all worked together.
That's the opinion of Alex Louis, of
Louis, Bowles and Grove, Inc., research
and management consultants and
Democratic candidate John Hill's polling
firm.
But Louis did single two things out
"In all honesty, Clements had two
things going for him — himself and his
money," Louis said. Clements' deter-

- The jobs of more than
100,000 Texans employed in
plants served by Lone Star
depend on gas for heat pro

oPe-mA gredient. Long-term gas
. supplies are needed to pre-
g.Y serve existing jobs, create
| new ones, and meet the re-
. quirements of our residential
customers. Fortunately, Lone Star is in an excel-
lent position to continue energizing our area's
economy. *
Lone Star has an 11,400-mile gas gathering
and transmission pipeline system that connects
with basins estimated to contain 50% of the
remaining onshore gas reserves in the United
States " "
This same net work also enables Lone Star
to accept gas deliveries from growing offshore
production in the Gulf of Mexico.
No other gas compa ny in Texas has a *
pipeline network as extensive or versatile as
the one we’ve put together and constantly
modernized during the 69 years Lone Star has
been in business.
No other gas company in Texas has the
built-in opportunity to buy gas as selectively, to
bargain as well for the best prices on new gas,
as Lone Star.
Our pipelines can have an important effect
on your energy future, because its here where
Lone Star is strongest that gas companies from
across America will be shopping hard for new
gas reserves.
Here’s your key to the energy storehouse.
We fully understand the efforts of other
gas utilities and transmission companies to get
new gas supplies Their areas also want this
most economical of fuels for industrial use
Nevertheless, Lone Star s obligation is to
the million-plus residential, commercial and in-
dustrial customers who depend on us to meet'
their energy needs in the decades ahead
We’re determined to meet our obligation
in full by getting our area's fair share of new
gas reserves as they enter the market in vol- ‘
umes large enough to be handled eco-
nomically
It can be done because of Lone Star's
pipeline system
Our gathering system goes into areas •
where other gas companies haven’t begun to
build. Our far-reaching transmission network
gives us excellent capabilities. Our under-
ground storage system often letsrus take de-
liveries when many companies cannot
All we need to buy the gas you’ll need in
the decades ahead is your understanding that
we must recover the actual cost of the new gas
we buy.
Give us that, and we’ll deliver you the best
gas bargains that money can buy. But the
longer we wait, the more expensive the bar-
gains will be. And we’re eager to get on with
the job. ,
