This 11th hour manuever by Gal-
veston's representatives Jean Hosey
and A. R. Schwartz, brings the ap-
propriations for the University of
Texas Medical Branch for the
biennium which begins Sept. 1, 1957
and ends Aug. 31, 1959, to an in-
crease of 43 per cent over what it
received in the past biennium when
the legislature cut off $2,000,000
from the $12,000,000 budget request.
Weary but elated, Galveston's.
-presentatives, who have been
launch champions of the cause of
'e medical branch in their two
rms in the legislature, arrived in

triumph was new, the representa-
tives had a word of admonition to
the citizens of Galveston,
One of the most difficult burdens
to be overcome in the passage of
the $1,000,000 amendment was the
city's $75,000 payment towards care
of indigent patients at the medical
branch which adds up to excess of
a million dollars, Schwartz and
Hosey said.
"Even though indigent patients
are necessary for a teaching hos-
pital, many legislative members
think our indigent patient load is
grossly out of proportion to the
over-all state problem," Schwartz
said.
Amendment Endorsed
"It is vitally necessary that the
20 cent maximum tax on the $100
valuation proposition on which
Galvestonians will vote, pass so the
city can pay the medical branch
the $200,000 per year asked of the
city for care of its indigent sick,"
he added.
Schwartz and Hosey introduced
the amendment to the medical
branch budget which would pro-
vide for $479,000 for each year of
the biennium for the specific rea-
son of putting into operation 200 of
the beds now idle at John Sealy
hospital.
Gov. Price Daniel had recom-
mended to the legislature appro-
riations for opening of the 300
reds not in use at the medical
branch which would have required
appropriations totaling $652,000 per
year.
However, Schwartz said, he and
Hosey had talked with medical
branch officials who deemed it
practical to open 200 instead of the
345, and the remaining 145 to be
used for patients from other hos-
pital areas during the rehabilita-
tion program.
All-Time High
Schwartz said the House session
which tacked an additional $3.i
million to the all-time high $2 bil-
lion spending program began at 10
a.m. Thursday and ended at-1 a.m.
Friday.
The bill as passed by the House
sets up $6,076,060 for hospital units
for the first year Jeginning Sept.
1, 1957, while the medical branch
requested $7,644,730. A sum of $3,-
498,642 from the general revenue
fund is stipulated for educational
units for the same year,
For the year beginning Sept. 1,
1958, the bill provides for $6,053,-
834 for hospital units while the
medical branch asked for $7,511 -
'623. A total of $3;469,416 is e
marked for educational units.
