The Board of Trustees of the Tulia Independent School District held a called meeting on the 10th day of
December, 2020 at 6:00 p.m. with the following board members present: Eddie Subealdea, Terry Murrell,
Tori Mamell, William Fifer and Tyson Willis. Board member Ashley Ramirez was absent. Superintendent
Tim Glover attended as well.
BOARD OF TRUSTEES
TULIA INDEPENDENT SCHOOL DISTRICT
The Board of Trustees of the Tulia Independent School District held a regular meeting on the 14th day of
December, 2020 at 6:30 p.m. with the following board members present: Eddie Subealdea, Terry Murrell,
Tori Mamell, William Fifer and Tyson Willis. Board member Ashley Ramirez was absent. Central office
staff members attending were Superintendent Tim Glover, Business Manager Mike Huseman and Director
of Special Programs Daniel Keith. Additional school personnel present included Technology Director
Johnny McCasland, Facilities Director Dusty George, and TES teacher Sharon Wyatt. Jay Bingham and
Vince Gil were in attendance as well.
Open Session — Return to open session and take necessary action on matters which the board may discuss
in closed session and upon which action may be taken.
Motion by Terry Murrell, seconded by William Fifer to accept Swisher Tire and Fuel’s bid for fuel for
the 2021 calendar year. Vote unanimous.
Motion by Tyson Willis, seconded by Tori Mamell to approve the Gifted and Talented Plan for the
2020-2021 school year. Vote unanimous.
Dr. Tori Mamell gave an update on changes in state reporting and the numbers currently being
reported for the counties and the state of Texas. She stated it appeared that some of the local and
regional numbers are starting to go down some. She also gave an update on vaccine progress.
Sharon Wyatt gave a presentation of the Gifted and Talented Plan for Tulia ISD. The board asked
questions on the how the program worked and curriculum that is used.
C. Consider and/or Approve Resolution of the Board Regarding Extension of Leave for Employee
Quarantine
Motion by Tyson Willis, seconded by Tori Mamell to approve the resolution of the Board regarding
extension of leave for employee quarantine as presented. Vote unanimous.
D. Consider and/or approve the Resolution requesting Governor Abbott to include public school
personnel in the official expert vaccine allotment panel’s definition of frontline workers
Motion by Tyson Willis, seconded by William Fifer to approve the 2020/2021 Vision, Mission and
Goals for Tulia ISD. Vote unanimous.
Motion by Tori Mamell, seconded by William Fifer to approve the addition of two Instructional
Coaching positions. Vote unanimous.

Dusty gave an update on maintenance issues including the Dallas Street Gym and custodial procedures
during the pandemic. He also reported on the construction projects and their anticipated end dates.
Both projects are progressing and should be finished within a couple of months. He informed the
Board related to safety and security updates on current and new facilities. Jay Bingham with Shiver
Megert also gave an update on the current construction projects, including updates on the progress on
the practice gyms and projected finish dates. Most of the gyms are complete and the installation of the
gym floor will begin soon. Also gave updates on some of the outside finishing that is being
completed. Vince Gil with Shiver Megert also gave an explanation on the water check valve installed
in front of the high school. Discussion was had on possible alternative to the current placement.
Additional review will be done for this with looking at possible alternatives in the future. The initial
design was based on state codes. Shiver Megert said they would look at this and possibly participate in
the solutions considered.
G. Consideration/Possible Action Regarding One-Time Lump Sum Distribution for 2020-2021
