From the accompanying material: "Tom Mayes and wife written in ink on back of card by Beulah Hayes; they were neighbors (perhaps when the G. S. Hale family lived in West Texas for a year in late 1890s); [..] the note "Says I" - spelled Sy Siy uh in pencil by an unknown writer - refers to a remark he was famous (at least among the Hale children) for repeating whenever he spoke."
