RECOMMENDATIONS & ACTIONS
Master Plan Update Hearing
1. Recommendation: Coordinated Vocational-Academic
Education in grades 7 and 8 should be maintained in its current form.
Action Taken: Rejected.
2. Recommendation: Remove all grade-level restrictions on
vocational education courses, and make cluster courses available to
students enrolled in grade 9. Action Taken: Rejected.
3. Recommendation: Districts should not be required to offer
the Life Management Skills course at grades 7 and 8. Action Taken:

should be taught only by teachers certified in vocational or non-

1. Recommendation: The update process should be put on a
schedule that culminates with the two state boards approving the
master plan by September each year, with printing and distribution
completed by November. Action Taken: Accepted.
2. Recommendation: (a) The master plan should be devel-
oped once every five years, with annual updates reflecting changes
in goals, objectives, strategies, and timetables targeted for comple-
tion during the life of the plan. (b) Modifications made to the master
plan during each update process (e.g., additions/changes in strate-
gies, early completion/delay in timetables), should be set off in bold
or italics for easy identification. Action Taken: Both recommenda-
tions accepted with qualifications.
3. Recommendation: Under career development strategy 2-C
(relating to programs), add a management action plan that permits
school districts with vocational education in five or more program
areas to offer at grade 9 comprehensive courses in each program
area that are exploratory in nature. Action Taken: Rejected.
4. Recommendation: Replace career development strategy 2-
C5 (relating to Coordinated Vocational-Academic Education) with a
strategy reflecting that districts shall include a vocational education
component, as a part of their local alternatives to social promotion
plan, that stresses both career guidance and job specific training to
serve "at-risk" students in grades 7-12, allowing districts flexibility to
shape an appropriate vocational component, which may involve
adding to or modifying CVAE, or developing other vocational ap-
proaches to be funded with vocational dollars. Action Taken:
Rejected.
5. Recommendation: Update the time frame for career devel-
opment strategy 5-A (relating to differential funding for vocational
education) to reflect completion of a cost study of vocational educa-
tion by October 1988 that culminates in legislative recommendations
to set in place differential funding weights for vocational education at
the secondary level. Action Taken: Pending.
6. Recommendation: Modify and update the action plans,
outcomes, and time frames relevant to career development strategy
7-A (innovative vocational programs) to reflect an expansion of 2+2
programs into areas other than technical education. Action Taken:

REGIONAL HEARINGS
The Texas Council on Vocational Education has conducted two
of four scheduled regional public hearings soliciting local testimony
as to the impacts the Master Plan for Vocational Education and other
education reforms are having on public secondary and post-secon-
dary vocational-technical education programs in Texas.
Hearings were hosted by Northeast Texas Community College
and Mt. Pleasant ISD on March 22 in Mt. Pleasant; and by Weslaco
ISD on March 24 in Weslaco.
The remaining two hearings will be held in Lubbock (April 6) and
El Paso (April 19). Each hearing will be held from 9:00 a.m. to 4:00
p.m. at the following locations:
Lubbock (April 6) - Region XVI Education Service Center
4200 22nd Place
El Paso (April 19) - AV Theatre, Airport Hilton Inn
(adjacent to airport terminal)
The hearing will be attended by members of TCOVE and staff;
officials from the Texas Education Agency and the Texas Higher
Education Coordinating Board; and Mr. Richard Bouton of the
University of Texas.
"We are interested in evaluating the impact of reforms in more
than just the four cities hosting the hearings. Letters soliciting
testimony are being sent to education personnel and business
people in a broad geographic area surrounding each location. We
encourage the public to attend to learn what's happening to voca-
tional education in their communities and to express their feelings -
pro or con," states Will Reece, TCOVE Executive Director. # # # #
Federal State Plan Public
Hearing Announced
A public hearing will be held April 8,1988, In Austin on the
proposed State Plan for Federal Vocational Funding, Fiscal
Year 1989-90; at 9:30 a.m. The Committee for Finance and
Programs will conduct the hearing in Room 1-104 of the
William B. Travis Building, 1701 North Congress Avenue.

dation by Mrs. Eleanor N. Conrad, of the Coordinating Board, this
activity will be initiated in September 1989. The other accepted rec-
ommendation dealt with the expansion of the development of 2 + 2
programs into areas other than technical education.
The recommendation which was accepted with qualifications
dealt with the interpretation of the five year life of the master plan and
annual updates. This recommendation also contained suggestions
