PRISON TOURS. Texas Council on Vocational Education Chair Marcus
Hill, a Fort Worth businessman, gets a firsthand look at a building trades
class during the Council's February 20 tour of Windham School System
academic and vocational education programs in Huntsville. The Coun-
cil, which toured programs at the Ferguson, Ellis II and Walls Units of the
Texas Department of Criminal Justice - Institutional Division, is evaluat-
ing criminal justice system programs, with a report to be issued later this
year. The Council toured the TDCJ's women's facilities at Gatesville in
early May. In addition to the tours, the Council conducted a series of
round table discussions with prison inmates and instructors. Photo by

on Federal Funding DivisionThe Texas Council on Vo-
cational Education - at the
request of the State Board of
Education - has completed an
evaluation of the state level proc-
ess used annually to divide fed-
eral vocational education funds
between the secondary and
postsecondary levels. A report
with recommendations was for-
mally presented to the Board at
its May meeting.
Currently, total student gen-
erated contact hours in voca-
tional-technical instructional
programs at the secondary and
postsecondary levels are used
in dividing the bulk of federal
funds. With the high priority
placed on serving special popu-
lation groups in the Carl D. Perk-
ins VocationalandApplied Tech-
nology Education Act of 1990,
the Council recommends that
the ratio of unduplicated specialpopulations participating in vo-
cational education instructional
programs at the secondary and
postsecondary levels be built into
the formula for dividing funds.
The Council also recommends
that a higher weight be assigned
to special populations in the for-
mula.

Due to the numerous changes
advocated in the funding distri-
bution process, the Council urges
that its recommendations take
effect with the 1993-94fiscal year
rather than the 1992-93 year
which begins this July 1.
