Description: Message from Diego de Lasaga, Governor of Nuevo Santander, citing a royal decree from October 12, 1778 that allows free commerce for ports in New Spain. The lower portion of the document contains a response from the Viceregal agent saying that a 3% tax will be placed on goods coming into Nuevo Santander, as he collected them in Soto La Marina.

Description: Three decrees from Governor Melchor Vidal de Lorca y Villena from March 31 to April 23, 1788. The first decree requires the fixing of the roads; the second says that goods must be brought through customs first; and the third decree states that no hand guns are allowed. The pages included are covered with stains and contains small tears to the sides of the sheets.
