Cartwright thanking Cartwright for the Board of Commissioners accepting a portrait of Kempner to be hung in the Council Chamber due to the fact that he was an ex-mayor of Galveston. Kempner also expresses that he does not wish to speak with press regarding the matter, and offers his well wishes for the year to Cartwright.
